Why does everyone bring up EC-? the system doesnĘt have anything to do with the -ve standings from D2, has abit to do with -ve from IRON let me explain things
D2/RZR + friends have been having a problem with ISS members telling hostile forces our fleet movements. ISS already booted a corp after it reported to ASCN about a RZR gate camp in HED. The response was quick and ISS acted on the matter right away removing said corp from ISS, but the problems didnĘt stop there, ISS members kept on reporting fleet movements and knowing that ISS would never be able to stop its members who had become friends with the south from reporting us to ASCN, LV and others, ISS was then set -10 for the duration of D2/RZR + friends activities down south. Once those activities down south have subsided, the north is willing to consider talks to have ISS set blue again after they no longer pose a threat to our fleets in the south or north
IRON setting ISS -ve also has to do with the issue of intel of friendly fleet movement being passed onto hostiles, but there is more to it than that. ISS at first was a great help within Pure Blind keeping EC gate clear, but then the flaws became clear about what uses ISS was. ISS several times camped EC with pirates or with alliances that were hostile with the north, example of this would be when ISS camped the gate with RISK or DOOM, though I am not sure about ISS standings to those 2 anymore reports of ISS camping with them quickly made relations sour between IRON and ISS. ISS was now being seen as a liability to the north.
Over time reports of ISS camping with pirate corps/alliances became more and more constant, for a few weeks reports were coming in almost hourly about ISS/hostile camps in ec-, by this time many ppl within IRON were starting to really dislike ISS and considered them a threat to the north. IRON leaders understood that ISS policy stated that their goal was to remain neutral to everyone, so we withheld on attacking ISS. IRON now look at ISS in a different light, ISS was no longer the neutral alliance that lived in Pure Blind and cleared out pirates we now understood that ISS could be a liability to the north because they were willing to have good standings with anyone including pirates.
ISS was also hostile to FLA, a friend of IRON but since ISS didnĘt go into FLA space to attack, or make any movement that suggested they were going to attack FLA or IRON within our space they were kept blue to IRON, but attacking FLA didnĘt help ISS with getting on our good side. Hostile feelings kept growing within IRON toward ISS over many other things, including camping with ASCN in the south, relaying info to hostiles and at once point even threaten us in Pure Blind about IRON engaging hostile pilots in systems with ISS outposts which they had declared DMZ, a few friendly fire incidents, and mouthing off in local, just to name a few all added up over time
So the final straw was when the issue of friendly fleet movement being passed to hostiles became so bad to a point where ISS itself was a threat to all northern alliances that were operating near hostiles in both the north and the south. With this threat the north was force to make a choice, good relations with an alliance that threatened our fleets, or hostile relations with an alliance that didnĘt truly benefit the north and its stability. The choice was made to protect our pilots and thus ISS was set -10. There are no plans by any northern alliance to take or control ISS stations within the north, unless those stations become a threat to us, upon which time we would be forced to remove that threat and hopefully allow the stations to continue to be used by everyone in eve to enjoy
